Yes. Ngurah Rai International Airport has SIM card kiosks in the international arrivals hall, open 24 hours. You'll find counters for Telkomsel, XL Axiata, Smartfren, IM3 (Indosat), and Three.

All you need is your passport — staff will register the SIM under your name and passport number, which is required by Indonesian law.

The Airport Has Free WiFi — But There's a Catch

Ngurah Rai does offer free WiFi in the international terminal. Look for the network @FreeWifiDPS — no password required, sessions last up to 240 minutes.
